This is a nice discovery. I never saw the diagonal arrows on the tile.
I implemented the victory points of this tile based on the text. So only orthogonally adjacent tiles count.
This decision is based on the example of the victory point calculation of this tile in the rule book on page 12 (last page)

Example: There are 7 such tiles: the 2 Commercial tiles at the
top, the 3 Public tiles at the bottom and right, Apartments &
Retail (AR), and the strictly Residential tile at the left (thanks
to AR). This is worth 3 VP.
By checking only orthogonally adjacent tiles, 7 tiles match the criteria.
With diagonal tiles in addition, the lower left commercial tile will also match the AR in the middle. Then there would be 8 matching tiles and resulting in 4 VP.
Because someone put much effort into explaining this tile, the example should be correct.
