I am trying to play the one card in my hand which has a placement value of 1 so per the rules I would expect one penalty card drawn and placed on my pile, but each time I try it is doign this 4 times, not once. (incorrect card data stating 4 and not 1 perhaps?)

In the screenshot you can see in the game log where it tries to place the 4 penalty cards, but at the top of my play pile you can see it is a placement value of 1. Both highlighted in red.
