2. aug 2020 8:14 • Thank you for your concern. This an accurate way to numerically represent both tiebreakers as intended by the designer as a single comparable number, which BGA requires. The rulebook states that rocks are considered "Jewels" for all rules other than the one that you must pick up rocks first (page 5).
Counting rocks as a minimum value is equivalent to counting non-rocks as a maximum value. Each rock is counted as 100 in tiebreaker, and each Precious (non-rock) Jewel is counted as 101. In the table linked to this report, twes stockpiled 13 Jewels, including 4 Rocks and 9 Precious Jewels, for a tiebreaker score of 1309. CK99 stockpiled 9 Jewels, including 1 Rock and 8 Precious Jewels, for a tiebreaker score of 908. twes won the first tiebreaker, so the second tiebreaker had no impact. If they had both collected the same number of Jewels, then the higher number of non-rocks (equivalent to "the player with the least number of Rocks") would win the tiebreaker.
The text of the tiebreaker explanation on BGA does not necessarily need to match the rulebook verbatim. Consider Kingdomino, where the first edition rulebook states:
"In case of a tie, the player with the biggest territory (with the highest number of squares) wins the game. If it is still a tie, the player who has the most crowns wins the game." In BGA this is implemented as: "Tie breaker: Size of the biggest territory (x100), then total number of crowns (x1)"

3. aug 2020 5:54 • I updated the tiebreaker description to "most jewels in stockpile (x100), then fewest rocks in stockpile (+1 for each non-rock jewel)" to clarify how the tiebreaker implements the written rules. I can see how the previous description would be ambiguous, as the distinction "precious jewels" is only referenced on one of the mission cards.
