Sidenote: This was my fourth Technology for the Achievement and I paid an Import for the privilege. This shouldn't affect the net Power for the location though.

In my last Yokohama game I would get one gear less in value than I actually had. I did have a house placed. I don't recall if the game had the count right or not but when it came time to purchase a gear it would give me one less gear value than what I had, it would not highlight a gear for me to purchase even though I had enough. I had to spend resources to get it to highlight. I tried this a couple of times and had the same issue.
