I pick up a pigeon card allowing me to place another terrace for free but unable to play.

Nothing happens, because it does not allow me to click anything.

I tried refreshing and using chrome neither worked.

I picked up the "free terrace" card on a previous turn. When I started my next turn, the free terrace card was still in my hand, despite being an instant (lightning bolt) card. After taking a resource, I selected the terrace action. When I clicked where I wanted to place it, there was an error. I refreshed and the terrace was placed where I wanted it, but the top of the screen said "placed a free terrace" and I was unable to place any further terraces or take any other action. We will abandon the game now.

We are unable to reproduce but we confirmed the bug you get, it may be fixed by a pending release.
