This can create bad results and be abused. Specifically in tournament play: 1) a given up player will get first place if the game is abandoned due to game total time reached, thus they are going to get the points/move on even though they were clearly in last. 2) on games that finish on time, they get undeserved points and could be advanced over someone who actually finished the race.

i have never played arena/tournament so i don't know how those work, could you be more specific?
do you mean player concede or abandon? abandon is handled by the bga framework. when one player abandon the game is considered cancelled and everyone but the leaving player gets same score no matter what. abandon i cannot disable i think.
My most recent experience was in the alpha version of the game: boardgamearena.com/table?table=285428630
A player who was very far behind used the game feature and basically was rewarded 5th place instead of the 6th place if they did not use the feature.
I don't don't believe that abandon has this issue, as you mentioned the it is all handled by the bga framework code and you can't really influence that(to my limited developer knowledge)

As to possible solutions:
If you can, 'award' a last place finish to the person who conceded, not tied with someone who actually finished the race. Using that feature is an acknowledgement that they are unable to make a better standing in the ending pole.
As for Tournaments, since those games are BGA fixed time limit games: if possible their remaining thinking time should be set to something super super negative at the resolution of the game. That way someone who conceded is ranked last when the standings are calculated by remaining thinking time. I was in a poorly set up Tournament a while ago and someone made some bad choices mixed with some bad luck and was left in the dust and decided to use the concede button. This froze their thinking time at 24hrs-ish and when the game hit the max time limit, they were considered the winner despite not even making it around the second corner of the first lap. If the editing of the remaining thinking time is not available, I think disabling the concede option for tournaments is your best course of action. I think this can be done with a backend game option that one does not have choice when setting up a tournament.
This result in wrong ELO calculations - the 3rd player is not the last, but gets the same ELO as the one who left.

* Yes, it would seem that ties count for winning streaks but not for the first place trophy. It just looks odd.
I suspect it is due to the code which when there is only 1 car left on the board (normally when all players in front already finished and he is the last) dont let him cross the finish line, but give him last place. So when one player concede game (and his car is taken off the board), the player who is pre-last will have his care be the only one left on board when all in front crossed line, and game thinks "since he is the only car, he is last" :D
There is a real bug with conceded (not speaking abandon/quit by timeout) but when you are last player far away there a special button to leave the race
