First it happened after I did the "summon an ally at no cost" under the Great Tower in spot 4. Two turns later, I tired to use the Summon Ally action and got the same error. I was playing black and moved to multiple locations. I was able to buy one earlier. Blue was able to do the exact same action (summon all ay not cost under the great tower), without issue, in one of the intervening turns.
