According to the rules they could move to the beach and continue to explore from there.

Checking in to say that the ability to move back to the beach after having previously visited is implemented (check game #428613155 for a case where that actually happened) and that's explicitly stated as allowed in the rules (page 4, second paragraph under Move), so I'm in agreement with @lordsilk and think this report should be reopened.
